UEPLAC delivered a survey on liberalisation of service market within FTAs |
UEPLAC experts delivered a survey on Liberalisation of service market within a free trade area in the EU conventional practice that has been requested by the Ministry of Economy. I t contains an analysis of the extent to which the EU-third country service markets are liberalised and of existent peculiarities of the FTAs` provisions that differ from those under GATS. The paper therefore outlines general practice, motives of contractors and also specif ies particular provisions that go beyond WTO regime moving from general to specific practice .
The EU conventional practice is split according to the “issue-by-issue” criteria, merging the following trade-related matters:
- general provisions on trade in services – scope, market access, MFN, national treatment, trade liberalisation, mutual recognition, so on;
- financial services – scope, establishment, cross-border provision, etc. ;
- information services;
- liability of the intermediary service providers; and
- transport services.
