UEPLAC held a range of trainings for 14 Policy Analysis Groups throughout October-December |
A range of activities of the 14 Policy Analysis Groups were organised by UEPLAC in close cooperation with the Main Department of Civil Service of Ukraine throughout October-December 2010.
While delivering its hands-on assistance to the Policy Analysis Groups, UEPLAC experts continued to conduct a number of planned events throughout the reporting period, in particular the workshops on Draft Policy Papers’ Consideration. The seminars were devoted to the detailed examination and open discussion of the improved extended draft policy papers (policy proposals) developed by all the 14 groups. These groups represent, inter alia, the Ministry for Transport and Communication, the State Customs Service of Ukraine the State Committee for Television and Radio Broadcasting, the State Commission for Communication Regulation, the Ministry of Housing and Communal Services of Ukraine, the Ministry of Science and Education, the Ministry of Health Protection, the State Commission for Securities and Stock Market as well as the Ministry for Agriculture Policy. Another activity in the chain of UEPLAC trainings for the PAGs was concentrated on Policy Implementation Planning and Monitoring. Specifically, among the core issues discussed, a special attention was paid to the policy targets’ definition, the logical matrix, the identification of problems and alternatives, situation analysis methods, as well as to the public consultations and the efficient communication with the parties concerned. The results of problem solving, performed upon UEPLAC proposal by the participants, showed the gradual learning of the material and the importance of the lecturers’ feedback.
