Publishing of the Ukraine – EU: Collection of International Agreements and Other Documents (1991 – 2009) is finally completed and we are pleased to present it to the wider audience.
It was published on the initiative of the Secretariat of the Cabinet of Ministers of Ukraine, with the assistance of the Ministry of Foreign Affairs of Ukraine and UEPLAC. We express our sincere gratitude to all those involved in its editing – the CMU and line ministries` representatives, UEPLAC experts and professorship from Ukrainian universities, working hand-in-hand with compilers from the Ukrainian governmental authorities.
The entire spectrum of the EU-Ukraine relations finds its reflection in a myriad of bilateral arrangements. Serving as a legal basis, these important for both parties documents have not been unified in a single source up to present. Therefore, it is the first systematised collection of bilateral agreements and other documents, concluded between the European Union and Ukraine from 1991 to 2009. It is also a unique book containing all bilateral agreements in force at the moment of its publishing, as well as political arrangements, other relevant acts and a list of acts already expired.
To offer a reader-friendly edition, we have elaborated the structure which might appear handy to find the documents searched by specialists as well as by any other reader. First, the multilateral and bilateral agreements in force are presented in a chronological order. Arrangements at the level of Heads of states, governments and ministries go next. A separate chapter covers acts of joint institutions and acts having no legal force – “political documents” (memorandums, declarations, etc.). The EU acts as to Ukraine have been compiled as well (e.g. reports on ENP implementation).
This publication, thereby, constitutes not only a legal added-value, but gives at once a good picture of the bilateral relations` dynamics – of its historical, political and economic dimensions. It may prove useful , notably , for a better understanding of the “pre-association” period of bilateral relations and for a better vision of the future advance of co-operation between the EU and Ukraine.
We are confident this book will serve well for scholars, students, civil servants, journalists and, finally, for the immediate architects of Ukraine`s European policy future.
