UEPLAC got involved in a public discussion of the public administration and civil service reform |
UEPLAC got involved in a public discussion of the public administration and civil service reform currently under elaboration. That topical matter drew attention of senior Ukrainian officials, experts and representatives of NGOs concerned, who participated in the discussion.
Given a widely accepted need for the public administration mainstreaming and further to relevant instructions of the Ukrainian leadership, the Main Department of the Civil Service of Ukraine laid on the tapis an initial draft concept of the State Targeted Programme of Public Administration Reform and Civil Service for 2011-2015. Shortcomings of the actual public administration system and structure have been addressed first. Actions to be taken, results to be achieved and measurement of the reform efficiency have been considered next, embodied in the general concept of reforming.
If successful, it might boost Ukraine`s institutional potential that would allow managing its internal priorities and meeting external aspirations aptly.
