UEPLAC took part in the meeting on preparing the Institutional Reform Plan in the sphere of SPS |
Dr Jolanta TACZYNSKA, UEPLAC Team Leader, and Robert KHOROLSKYY, UEPLAC Legal Expert, took part in the meeting on preparing the Institutional Reform Plan in the sphere of sanitary and phyto-sanitary measures (SPS) in the framework of Comprehensive Institutional Building Programme.
The meeting, organised by the Centre for Adaptation of the Civil Service to the EU Standards, gathered about thirty representatives of the central public authorities concerned and representatives of the EU Delegation to Ukraine.
The participants received information on the progress of preparing the Comprehensive Institutional Building Programme (СІВ) launch in Ukraine, which is to be financed by the European Union. Pursuant to the Government of Ukraine decision, the Main Department of Civil Service has been entrusted with introduction of this Programme.
In addition, the stakeholders have been informed on elaboration of the Institutional Reform Plans in the SPS sphere. In this regard, Mrs Tetyana KOVTUN, Director of the Senior Civil Service School, highlighted a vital importance of the UEPLAC full-scale expertise as to improvement of the civil servants` training under the State Targeted Programme implementation for Training, Re-training and Advance Training of European Integration Experts for the period of 2008-2011.
Following the presentation part, a discussion of the provided information took place. As a result, it has been agreed to take further action on elaboration of the institutional reform plan, on the training needs assessment and on the functional analysis of institutional framework for the public functions performance in the SPS sphere.
