UEPLAC – Phase V has recently commenced its activity |
The Ukrainian-European Policy and Legal Advice Centre (UEPLAC) – Phase V has recently commenced its activity. The overall objective of UEPLAC is to support the implementation of the Partnership and Co-operation Agreement (PCA), the EU-Ukraine Action Plan (AP) as well as the envisaged Association Agreement (AA) and to support the policy dialogue.
The UEPLAC V is aimed at:
- to enhance the capacities of Ukrainian authorities in terms of implementation of EU-Ukraine Association Agreement (currently under negotiations) which will replace the PCA currently in force;
- to continue proper prioritisation of Ukrainian legislative and Regulatory approximation work;
- to assist Ukraine in approximation of Ukrainian legislation to the EU acquis in all the areas foreseen by the PCA, the AP and the AA.
- to strengthen Ukrainian policy-making/legislative process in conformity with Ukraine’s objectives for EU integration through appropriate coordination mechanisms and instruments. In that context inter-ministerial policy analysis groups are to be further strengthened.
- to build the Ukrainian capacity in understanding and being able to implement the process of approximating Ukrainian legislation to acquis of the European Union, including as regards secondary legislation and implementation measures.
The main beneficiary of UEPLAC is the Secretariat of the Cabinet of Ministers of Ukraine, represented by the Coordination Bureau for European and Euro-Atlantic Integration.
The recipients of the assistance provided by UEPLAC are the Secretariat of the Cabinet of Ministers of Ukraine, represented by the Coordination Bureau for European and Euro-Atlantic Integration; the Verkhovna Rada Committee for European Integration; Ministry of Justice of Ukraine; Ministry of Economy of Ukraine, Main Department of Civil Service of Ukraine as we as other line ministries, agencies, organisations and training institutions for civil servants.
UEPLAC is funded by the European Union and implemented by the UPMF, PAI, FIIAPP, Louis Berger SAS, KLC and HRTA consortium. The project will continue until July 2011.
