Methodological seminar on Regulatory impact assessment in the context of legal approximation in Ukraine |
Ukrainian-European Policy and Legal Advice Centre (UEPLAC) and the State Department for Legal Approximation under the Ministry of Justice held a methodological seminar on “ Regulatory impact assessment in the context of legal approximation in Ukraine” (driven by Ukrainian case studies)
Ukrainian-European Policy and Legal Advice Centre (UEPLAC) and the State Department for Legal Approximation under the Ministry of Justice held a methodological seminar in order to discuss the issues of r egulatory impact assessment in the context of legal approximation in Ukraine.
Although Ukraine already has an institutionalised system for evaluating impact of draft legislation to Ukrainian state and society, regulatory impact assessment in the context of legal approximation is relatively new to Ukrainian line ministries.
The purpose of this seminar was to discuss with Ukrainian state institutions how regulatory impact assessment could be applied in the context of legal approximation in Ukraine to serve the purpose of improved planning of European integration in Ukraine and other needs. This seminar discussed best practices of the EU member states and particularly the experience of the new members. Specifically, the possible methodological approaches were overviewed. This has been done through presentation of two Ukrainian case studies on the already completed assessment of the introduction of the norms EC low voltage directive (73/23/EC) into Ukrainian legislation and ongoing sectoral assessment of the Ukrainian road transport sector against the full effect of the norms of EU acquis communautaire.
These two pilot studies have been conducted by the UEPLAC experts in order to assist implementation of the State Programme for Approximation of Ukrainian legislation to the legislation of the European Union and to offer methodological materials for Ukrainian civil servants.
