On 24 October 2006 at the premises of Hotel Vozdvizhenskij the UEPLAC Launching Conference took place.
In his opening statement, European Commission Ambassador to Ukraine stressed t hat a new phase of UEPLAC is to focus almost exclusively on the support in the process of European integration and legal approximation and is, in fact, pioneering the path for legal approximation in the ENP countries.
The Minister of Justice of Ukraine, Mr. Roman Zvarych, emphasized the importance of the Project for implementation of Ukraine’s European integration policy as concerns legal approximation and expressed his hope for the fruitful cooperation between the Ministry of Justice and UEPLAC in order to make the Ukraine’s policy in the area of legal approximation more effective.
Speaking on behalf of the Verhovna Rada of Ukraine, Ms Nataliya Prokopovych, emphasised the importance of UEPLAC activities aimed at strengthening understanding, implementation and ownership by the Ukrainian Authorities of the whole process of approximation to the EU acquis and expressed her stand for mutual cooperation with the UEPLAC team.
Dr Jolanta Taczynska, the Project Team Leader, while presenting the UEPLAC goals and strategies, stressed that the present phase of UEPLAC has an extremely ambitious task to deal with the whole scope of legal approximation issues and for the first time it is of purely legal nature. She underlined that, in elaboration of the work plan, UEPLAC came out with an implementing strategy comprising of four very concrete components which, if tackled properly, would allow creating proper, workable mechanism for implementation of approximated legislation. At the same time, UEPLAC’s main ambition is focused on implementation of approximated legislation. It was stressed that in order to achieve this purpose, there should be desire of working together as among Ukrainian counterparts themselves but also among their international partners. Concluding her presentation, Mrs Taczynska assured the audience that this new phase would be implemented on the ground of full transparency and partnership between the Ukrainian and European counterparts.
